Soft Skills Consultant (in Amman, Jordan)

Business & Finance Consulting is supporting The Future Skills Fund (FSF) in Amman, Jordan within the “Education Financing for Employment” project. FSF, with financial support from the German Government, partners with the German Development Bank (KfW) to advance skills building in Jordan. BFC is looking for a Soft Skills Consultant to enhance the quality and relevance of soft skills trainings.
 
  1. Details:
  • Location: Amman, Jordan
  • Input: part-time (30 working days spread over a period of 2.5 months, from 17 February 2025 to 30 April 2025)
  • Start date: 17 February 2025
  • Reporting: The consultant will report directly to BFC. The consultant will also work closely with The Future Skills Fund (FSF) Focal Point (Mr. Hammam Haddad) and FSF team members
 
  1. What you will do (Your Responsibilities):
General:
  • Support FSF to evaluate the current state of soft skills training for target occupations at selected TVET institutions
  • Identify gaps between training outcomes and employers’ expectations
  • Develop a sustainable strategy to enhance the quality and relevance of soft skills training

Example of soft skills to be considered:
  • Soft/power skills (communication, presentation, teamwork, resume writing, interview management, etc.)
  • Business English, potentially based on the TOEIC standards with adjustment for the target occupations listed below
  • Basic financial literacy
  • Basic ICT skills, including writing emails

Detailed Responsibilities:
  1. Assessment of TVET Soft Skills Training
    • Review existing soft skills training programs for TVET students (e.g., communication, teamwork, CV writing, business English) at 4-5 FSF partner TVET institutions
    • Assess course content, delivery methods, duration, cost, and effectiveness  
  2. Employer Engagement & Skill Demand Analysis
    • Engage with 2-3 employers per priority sector (5G telecom, medical, automotive, hospitality) to identify in-demand soft skills
    • Evaluate employer satisfaction with soft skills of TVET graduates  
  3. Gap Analysis
    • Compare current TVET training programs with employer needs to identify skill gaps and areas for improvement  
  4. Recommendations
    • Propose strategies to bridge soft skills gaps for TVET students, including learning modules (list of modules, and related curricula), curriculum enhancements, training methodologies, partnerships, and digital tools
    • Leverage existing training resources and ensure that solutions are cost-effective and aligned with industry needs
    • Develop a Training of Trainers (ToT) model to equip TVET instructors with the skills needed to deliver high-quality soft skills training independently  
  5. Deliverables:
  • Final Report (max 15 pages) outlining findings and recommendations (excluding annexes like the curriculum for modules to be added or enhanced)
  • 90-minute presentation to FSF and BFC
 
  1. Who we are looking for (Desired Qualifications):
  • Education: Degree in Education, Management, Languages, Human Resources, Psychology, or a related field
  • Experience: Minimum of 5 years of experience in workforce development, soft skills training, or a related field
  • Expertise: Proven track record of successful work in similar projects, particularly in the TVET sector
  • Languages: Excellent written and spoken Arabic and English
